1) Visit Lord Lovis's Tower.
2) Find the corpse on one of the sun-lit platforms. Beside it is a chest.
3) Inside the chest is Penelope's amulet.
4) Take the amulet to a grave between the West Valley shrine and the Red Ore mine/fortuneteller.
5) Feed the amulet to the grave.
