The type of random (non gold) Magic items determine their capacity for magic: Magical attributes, Charm Slots, Enchantment Slots

Magical (Green) - 1 Magical attributes, 1 Charm Slots, 1 Enchantment Slots
Rare (blue) - 1, 1, 1
Heroic (Dark Green) - 2, 2, 1
Legendary (Lime Green) - 2, 2, 1
Elder (Indigo) - 2, 2, 2
Epic (Red) - 3, 3, 2
Unique (Dark Red) - 3, 3, 3
Named Unique/Set Item (Gold) - Variable

The quality of the actual values is randomish and depends on your level and not the type of item. Named Uniques and Set items have fixed magical attributes, I'm not sure if their initial enchantments are fixed, but I believe so.
