The type of random (non gold) Magic items determine their capacity for magic: Magical attributes, Charm Slots, Enchantment Slots

Magical (Green) - 1 Magical attributes, 1 Charm Slots, 1 Enchantment Slots
Rare (blue) - 1, 1, 1
Heroic (Dark Green) - 2, 2, 1
Legendary (Lime Green) - 2, 2, 1
Elder (Indigo) - 2, 2, 2
Epic (Red) - 3, 3, 2
Unique (Dark Red) - 3, 3, 3
Named Unique/Set Item (Gold) - Variable

The quality of the actual values is randomish and depends on your level and not the type of item. Named Uniques and Set items have fixed magical attributes, I'm not sure if their initial enchantments are fixed, but I believe so.

Actually "rare" grade should be in the lowest rank follow by "magical" grade next. There is also "uncommon" grade item but they dont have any enchantment slot though. Both rare and magical also has the same attributes, which is 1 bonus stat, 1 charm slot and 1 enchantment slot. But usually you will find better stats from magical item when compare to what offer from rare, same case when you comparing heroic and legendary items.

Enchantments on items are basically random, which you cant judge by base on their grades. So basically when you are choosing a weapon, just pick the 1 with the best bonus attributes, as you can just ignore the enchantment on it, since we can easily alter the enchantment with the enchanter later. And usually for weapons, we will only put in damage enchantments to maximize damage, unless there are 3 slot or more available for that particular weapon.

And bout weapon choice you mentioned, dual wield will always prove to be better than 2h swords. DW provide a more stable damage output when comparing to 2h sword, as 2h sword damage is quite inconsistent, due to the large gap between lowest min damage and highest max damage. Beside DW provide you with more charms and enchantment slots, and its very useful during later part of the game. Beside that you can easily find 1h weapons with 2 enchantment slots in the early game as well.
