My understanding was that FoV is supposed to do this, although I've seen a couple of comments suggesting that it's not the case, which has left me feeling rather confused. Certainly there are some differences between ED as it was and ED+FoV, both visual and in terms of gameplay, but there's at least one difference between it and DKS which is that old saves still load quite happily, for example.
Perhaps somebody who knows what the differences are (or aren't) would like to add something...
(And I know it's an old thread, but I was looking for the same information myself!)
There will be a separate patch, FOV just applies the cosmetic changes for the most part.
