With the newest patch installed, I went into Rayhun fortress and killed everything but Rayhun wouldn't start dialog or move. I reloaded from a save there and went through it all again and still he wouldn't move. As I was leaving the fortress thinking I just wouldn't be able to fight him, the dialog with him started up and everything seemed to be okay from there. Not sure if this has been reported (I didn't see it anywhere) and thought you might want to know.
