Don't know if this helps cuz i don't have my notes & maps handy so my comments may not apply to the area your in:
Spoiler? to work one elevator in this game I had to stand inside the elevator and use the lever from inside. Also there is an elevator that has a lever base on the ground next to it. you have to find the lever. Go to gamepressure.com for maps, etc. Can be very frustrating at times if you don't.
