When fighting Raze he will try to regenerate when he's low on health. You can do one of two things: kill him quickly and use disables like a rush attack, stun arrows, etc. to prevent him from running away; or pull both levers while fighting him to prevent him from regenerating. If I remember correctly he will try to flip them back so you need to keep them flipped.
