Peer into the scrying stone to reach it. There are two Pedestals in the room. Activate them both and two platforms and some enemies will appear. Jump in the platforms and find a switch on top. This will lower four weapons. IGNORE THEM.
Walk past them away from the door and turn left past the wall. In the corner is a skill book on a chain.
