At your battle tower trainer, in the dialog to raise skill cap levels, the first entry should be to unlearn all skills (human and dragon). The cost for doing so, at least in D2:ED, is 5k gold (IIRC) the first time, and it doubles each time after that. You can then re-invest the skill points back where you wish (ie you can not just remove points from one skill to put in another).
