Take dragon form and you should see the quarry tower a short distance away (where you got a cutscene of the miners blowing up the entrance if you approached before getting the battle tower, and Talana warned you not to enter). The tops of the walls remain above the gas, and you can enter the tower. Actually, you could enter earlier; the problem was surviving at a lower level...
