If you fly out over the water from the start of the fjords, you should see a bunker high in the mountains behind some anti-dragon shields and defenses. That is where you need to get to lower the barrier and disable the shields (there are a couple traders in there, as well, after they surrender).
You can either use a teleporter to get up there (the Camp Sentinel View teleporter, on the west side of the island in the middle of the channel, on a ledge directly above the left Nest Tower as you approach the cliff, will bring you to Camp Eagle's Nest, where you can access the bunker) or it is also possible to fly above the anti-dragon shield and drop down in human form, if you find the right spot.
As a human, you can swim over to the beach behind the anti-dragon zone and take out some Black Ring soldiers there, and there is a path with some imps leading to a mine (you can not go much further on that path until the barrier is lowered). That was the case in D2:ED, anyway; enemy placement was adjusted in DKS, but I don't know by how much.
As a dragon, there are also another couple caves you can reach in the starting section of the fjords, one with an entrance on a ledge a little to the left of the anti-dragon shield around the bunker, and another near the source of the shorter waterfall across from the Grand Knight shrine at the start of the fjords. Like the Primordial cave, it wouldn't hurt to go up another couple levels, or so, before trying these.
You can head to the fjords right away, though there are a few remaining opponents outside on Sentinel Island, a few treasure chests and the quest to get a book from a boat in a tree (you may want to read it yourself, though, rather than turning in the quest).

Are you in the battle tower, or Lovis' tower after you get access to the full Broken Valley?
With Lovis' tower there are some obvious levers, as well as others that are not immediately apparent. However, there are not that many places to search, so just try getting anywhere you can see. At the teleporter shrine...
jump up a partly fallen column, and you can get to a couple ledges where there is a lever to open the gate.
From the bridge over to the (locked) front gate, it is also possible to walk out to the ledge on the left side and jump over into that section of the tower (or at least it was in D2:ED).
