You'll spend nearly all of it in the city (or underneath it, sometimes) or its various buildings, but in spite of the comparatively confined space, I found it was a lot of fun. And, yes, you'll get to fight plenty of enemies and there's lots of levels to be had.
Apparently they'd planned to include a large open area originally but decided it would've probably detracted from the atmosphere they were trying to create, and I dare say that it would've been a lot of development effort for perhaps little gain. That said, I wouldn't mind seeing it released as another add-on, though they've made no indication that this might happen.
