Xbox Live removes pre-order DLC after a period of time (about a year) to avoid people from buying used copies of a pre-order game and thinking they deserve the DLC like the user who did pre-order the game and paid full price when the game was released.
It's a shame that some gamers think they should get the DLC like those that orderd the game before release and had to pay the full retail release price.
If you want extra DLC for free via a pre-order purchase YOU MUST PRE-ORDER BEFORE RELEASE...not buy the game a year later for 1/3 the price or used, and then cry your not getting what you didn't pay for!

Why would people who buy the game used think they're entitled to the pre-order DLC? And how would they even know there IS pre-order DLC, unless they heard about it when the game was released? They had seven armor packs available as paid DLC ($2 US apiece, I think), which is primarily what I'm asking.
I did also ask about remaining pre-order DLC codes, but those are good for a one-time use only. Once redeemed, they won't work again, so if any pre-order DLC codes still exist, they were obviously from a pre-order that never redeemed it, so if someone else acquired the code, they'd have as much right to it as anyone.
