I have got the items required to finish this quest but he won`t accept them and open the hatch, any ideas?

Send the items to the battle tower, use the dragon stone to return to the tower, get the items out of the chest and return to the fjords. If there is a glitch with part of the game not recognizing the items, then either moving them or leaving the fjords and returning (to get the game to reload the area) may get the quest to work.

You have the Drudanae and the Chalice and talking to Jeremiah doesn't give you the option to proceed? That sounds like a bug.
