1) There's a switch on the wall in the bedroom. It took me forever to find it as well, so don't feel bad.

2) Press the switch in the fountain which changes the lighting. Then walk around and look for three more switches highlighted with bright blue light. The locked chest can't be opened without turning in Tom's finger to the guard at the front.
