Moor's shack is located on the edge of the dragon barrier that protected the Slayer Outpost. so look along that cliff between the Slayer Outpost and the Bone Burrow- though, to be honest- if you pass the Rad Hammer Tribe camp, you've gone to far.
*if you mindread Moor, the key is located near a Wyvern nest just above his camp.
