if you're duel-weilding, both weapons suffer a proficency penalty, likewise with Sword'n'Shield.
check the weapon handling ranking in each Single-handed/Sword'n'Shield/Duel Weilding Proficency, and check the math.
also, are you playing it as the official
Ego Draconis game or did you get the
Dragon Knight Saga?
