I don't recall seeing any comprehensive list of character level requirements for skill levels. The
DKS FAQ/Guide (etc) lists the character level each skill becomes available, but not for subsequent skill levels.
You should have enough gold to unlearn your skills either when you take over the battle tower or not terribly long afterwards, so you don't need to be too careful mapping out what skills you plan on using in advance.
