You meet some sergents lvl11, close to the quarry. So no teleporting.
I failed to see how it is a problem. I met lvl27 blackring troopers (mining tower) once and managed to teleport back to the Tower without any issue. Something was changed in DKS?
If you meet them before getting the Tower, you can't teleport there
