That's not necessary needed I believe .

In the Ministry you can do a part of the Main Quest, but that will not mean you be forced to go as fast as you can after that into the Hall of Echoes !

Solve quests you like ! smile

My hero was around L 31 - 33 when go to the Ministry and help Zandalor finding the Shield . Other gamers go earlier or later on, it's all up to you wink
