Don't think about a simple good-evil alignment scale. It's a lot more like politics where your choices will please some people and displease others.
Politics isn't always morally neutral.
Allowing police officers to murder peaceful protesters is certainly a political decision that would please some people and displease others. But I wouldn't say it's a morally neutral act.
