Obviously it can be done. I just came across a locked chest in the play house and it said my lockpicking was not high enough, though I have level 5 in lockpicking. I tried going to my trainer and she does not offer to increase my lockpicking threshold, so I'm wondering how does one gain lockpicking above level five without starting a new FoV character?
