The first enchanter is available after you have access to the full Broken Valley (about from level 10 or 12). Explore to the far west of Lovis' tower and then north (check the map; a straight line approach wouldn't be the easiest way to get there).

BTW, if you edit your post in the other forum, there is a 'Delete Post' button beside the 'Change Post' and preview buttons, which will remove the topic, as well (as long as nobody replies to it). This will not drop your post count.
