I'm not sure if just speaking to the enchanter or alchemist is enough; you may need to go into their respective functions. When I was playing I kept a list of the best formula I had, and sold and lesser or duplicate ones (or low level ones I didn't want). I visited merchants a lot more frequently than the alchemist or enchanter, so never noticed if just talking to them was enough.
