Are you playing the game on low graphics settings? (ie Distance Rendering set to low, enable the Timeslice Shadows Update option, perhaps a lower resolution, at least to check if that makes a difference, etc)
I think your system is on the low end of the requirements, though should still be adequate. Someone with the same video chip and slightly faster CPU mentioned (
here) getting under 20 FPS on medium settings.
I have the Xbox version of the game, but on the PC you should be able to use the number keys to select different dialog options.
If you have the retail version of the game, did you install the patch? (link below) Digital download versions should already be updated.
