Do you have a preference on platform or graphics? Check out Draken, if you don't mind slightly dated graphics. The only other game I can think of where you play as a dragon is I of the Dragon, but as a straight action RPG it falls considerably short of epic, IMNSHO (though isn't bad for an action RPG, if you are in the mood for one and like dragons).
