Do you have the
patch installed, or an already updated release?
This bug should be prevented in the latest version of DKS (1.4.9.70), though the patch will not fix the problem after it has occurred. However, you can email your save to support@larian.com to get it fixed. Include a description of the problem and maybe a link to this topic.
If you have an earlier save you could try reloading it after updating the game. AFAIK there is no way for you to tell when exactly the problem started, so you wouldn't know if General Raze was also missing in the earlier save until you played up until getting to the headquarters again.
In XP the saves are in the folder
C:\Documents and Settings\ %username% \Local Settings\Application Data\Divinity 2\Savegames
or in Vista / Win 7
C:\Users\ %username% \AppData\Local\Divinity 2\Savegames
You may need to set Windows Explorer to show hidden files and folders (
XP, Vista,
Win 7).
