When you run the InstallDKSLauncher.exe program it should check the installed version of the game, and (if needed) download the appropriate version of the patch.
Did the program say the game was up to date, or start to download something? The latest version of most localizations is 1.4.9.70; support should be able to confirm if that is the same for the Indonesian release.
You do not need to start a new game. The patch does not fix missing NPCs, but will prevent it from happening again.
It is not yet 6am in Belgium, so it will be a few hours at least before support will get back to you with your fixed save. I'm not sure what their current response time is, but they shouldn't take too long.
