Lar was talking about an RPG, which excludes Dragon Commander (it has RPG elements, but as far as I have seen is primarily a strategy/action game). I suppose they could have been working on one RPG (the topic being on their next title), and then diverted attention to Dragon Commander and Project E, rather than Lar's comments referring to Project E. I'd still guess Project E is probably set in the Divinity Universe, though, unless they wanted a change of pace.

We know there will be a Divinity 3, but the plot of Project E has not been confirmed. What little we know matches Divinity 3, but it is still an assumption that they are one and the same.
