So I figured out I would use dual wielding for my char, but I have a thought about what if I level up both dual wielding and single hand expertise?

Would single hand skill benefit me (since it says "you damage when fighting with a single handed weapon is increased by X%", and I'm technically holding a single handed weapon, just using both hands doing so)?

No, they do not stack. Single handed combat uses slightly faster attacks than duel wielding, etc. You really don't need extra expertise help with duel wielding, though (especially with the magic damage bonus/enchantment of each weapon being applied to both).
Take a look at Bleed, etc, for extra damage.
