How do I find the rimmer's rum to complete the "couple trouble" quest in the bandit camp? Is it in the bandit camp?

Also, I am playing the pc version, and is there a way to use a skill that I haven't assigned to the 1-8 hotkeys? Or do I have to assign it to one of those hotkeys to be able to use it?

Rimmer's rum is in the bandit camp, you just have to look high and low for it (mostly high).
Half way through the camp there is a gate, with a platform and a ladder you can climb up to get on top, where there are a couple people (one of whom has a quest for you). Across the top of the gate there is a ledge where you can find the rum.

Pause the game and you will be able to bring up the Item and Skill List from the Pause Bar, to use items (potions, etc) or any skill that does not need a target (or at least with the Xbox version when you paused and hit a shoulder button to bring up the item/skill menu, you could only use skills that didn't need a target).

Aye, thanks for the tips. I checked a guide on gamefaqs and from its description, I thought the "gate" up top was around the entrance to the camp, so I was looking all over that area for a ladder that didn't exist!

I figured there had to be some way to do it, with so many skills someone would inevitably end up with more than they could hotkey. What I have been doing is just hitting the skills key, which is "k" on the pc version, and swapping out as needed.

The screenshots in the D2:ED guide are useful for that section of DKS, as well (though there were some changes from the original release of D2:ED, primarily with set locations and most anti-dragon shields and generators being removed from the flying fortresses).
