If you are in the fjords, then clear down the mountain path, and do the depleted ore mine, continue along the path to the harbour and High Hall and do those areas. The start of Stone's flying fortress (the first entrance you reach in the fjords) would be tough at level 21, but you'd certainly level fast there.
If you are still on Sentinel Islands, you can teleport back to Broken Valley and head to the fjords by the mountain path to the far south west.
