I don't know what happens to the miners you can free, but I think they're basically dead as well - there's no place they can go to escape the valley without going through the poison gas.

I'm pretty sure miners would have a way to deal with poor air quality, and as grateful as they are to be freed from captivity, I doubt they would be suicidal.
