Larian said they will be supporting Steamworkshop and for those, who don't want it - they will implement their own mods managing mechanism.

There is. It reaches more people when you make an article or release something. Plus each mod has their own "site" so to speak. You have the main page, news section, features section, tutorial section, media section and then the forum section.
