The cover art represents what a games take on what choices and story development in the game is going to be. It’s the initial perception of the game that matters, what the developers want their game to represent to the community at large before you go in and play with your character designs, etc.

Exactly. Almost nobody is going to look at the new cover art and dismiss the game out of hand because it doesn't have bikini armour featured prominently.
However, there are definitely people who had concerns about the previous cover art, and more than likely some decided it was silly / lame, geared to 12 year old boys and/or sexist, and who didn't stick around to read / watch enough to find out the armour in-game is actually realistic.
