It depends on the game. If the game is 'steamwork' then everyone sells keys (and gog is not likely to carry it). If the game is on 'steam' then some places will sell steam keys. (btw skyrim) was a steam works game so all places simply sold 'steam keys'.
*Some games you can provide the 'cd-key' to steam and get a steam copy (I don't know the rules here but steam has a list).

As for dragon commander; the game is not a 'steamwork' game as gog is selling it (and the gog version will very likely not activate on steam; but see note *). The steam version will be integrated to use some of the steam features (Larian said this but i forget the details what they listed) and naturally the Gog version will miss these steam specific features. However the Gog version will be 100% drm free (you won't need to install the steam client).

I have DKS from steam (and gog) and to be honest the binary you get from steam you can run without steam (no clue if DC will be the same way - i suspect not because DKS doesn't really take advantage of the steam feature and I think DC will do more of this).

To be honest I'm torn between the two (gog and steam). I like a lot of steam features but I also like gog being 100% drm free. For a game like DC the steam features might really be helpful (multi-player community) but it really depends exactly what features Larian integrates (hopefully someone will comment further). I have the same question for D-OS - will being able to find fan made scenario be easier with Steam or Gog ?
