Honestly, it takes 5 minutes to add a new category. 10 if you want to put a category specific sticky post in it.
Sure. But tbh nobody hinders you from opening a topic like "Ultima VII mod" in the normal D:OS subforum. Then the topic could easily be moved to a new modding subforum after it is created (at least much easier than transfer topics from external forums....)
