I only checked around Farglow, but the mod does work with D2:DC (main menu, dialog and even the Developer Mode cheat window).
At least on my system there is not much of an added loading time (about 3.5 seconds without the text mod, and 4 seconds with). If it wasn't mentioned in the 'known issues' section of the included text file, I may not have noticed.
