PS: There is indeed friendly fire with splash damage from the Devastators.
Also, If you manually order to attack a friendly or allied unit (by clicking A and then attacking it) it is intended that you are able to destroy that unit/building. This can be useful for example when you are at supply cap and wish to create different units that fit your composition more.
