This does not always happen. We could only play one out of 7 sessions; for the other 6 sessions:
1) game crashed
2) the above happened
3) people (I was not host) press start button and when the counter reached 0 nothing happen (the game did not start).

None of these were campaign; they were all skrimish with 4 people (well one of the start/nothing happen was 3 players and 1 ai)
