That's how it's supposed to be. Zephyr dragons are support oriented and need to be bejing an army to be affective. It might improve by moving the Dragon Shield skill from Sabre Dragons to them.
Sabre Dragons get shield, mass heal and no fireball downtime. If they had Pillar of Fire/Heal they'd be the best unit evarrrrrrrr.
