The thing I've noticed is that major events will unfold and build up like a queue in your ship. Constantly pushing back the most recent development or sometimes prioritizing a new development.
(For example if ya send your generals off on a mission one turn, then come back to your ship next turn and stuff with with wife is going on so noone will mentioned what happened with your generals for a turn or 2)
That being said, I would think that either that 80 or 85% number either means nothing or perhaps it only unfolds in the last chapter of the story. (Making it so you can only see 1 race's ending at a time or something?)
