Did you try exiting out of Steam and restarting it?
Do you have enough hard drive space on the drive you are trying to install the game? Can you try a different drive?
If you check the Steam support's
troubleshooting page, is the error you get listed? If not, did you search online for it?
If that doesn't help, try
clearing your Steam appcache.
