In my first playthrough yes, there were no more. In my second, if I take the last capital at turn 33, just before the next political decision, and I wait until I exhaust all political decisions, still no faction decision is triggered with all satisfaction at 100%.
But just to know, you are able to have as much as faction decision you want, with the help of Corvus ?
