You are starting to get a little over levelled for the the derelict tunnels and goblins outside a couple of the entrances. It isn't really going to make a big difference, though, except for lower level areas being easy when you get back to them. The extra experience you get for higher level opponents now makes up for the less experience you would get for lower level opponents later. I did the start of the fjords early, to get as high a level as possible before heading to Sentinel Island, so I could maximize the experience bonus from the level bonus from the mindread your first encounter there. I got little experience from fights on Sentinel Island, which (at least for the common opponents) were relatively easy, but it all evened out in the end. Even trying to maximize experience (delaying turning quest when possible, etc) I finished the D2:ED section of the game at level 37 (less than a level higher than my first playthrough in D2:ED), while most who completed everything ended up on level 35 or 36 (37 being about the max without spending a lot of time at one of the spots where opponents can respawn; at least one person got to level 40 that way). Just before the end of the game I got to level 47, and again that was not terribly unusual, and at best a level or two higher than most people who complete pretty much everything.
The enchanter is to the far west of Lovis' tower and then north (though that is not the easiest way to get there).
