"Genuine"? As in: What the player would have done if he was indeed emperor in a Real Rivellon, with complete dependency on others for the wording of his laws, and no ability to answer beyond yay or nay?

The game couldn't possibly know when the emperor represents the player (approximately) and when the emperor is just making decisions at the player's pleasure (or despair, as yaaaaaaya-kill-them-all / nooonooo-do-nothing can be a frustrating pair of options).

There's no concept of genuine responses here. You might say that if they go back a turn (load game) upon reading the news or receiving bonuses and penalties, then it was just a test. (And we wouldn't want the game to get into that kind of information anyway.)
