in the endgame without question everyone that didn't put up the vote was against it.Those are faction decisions, when you get you rating up to a certain level with a particular faction (starting at 85%). It is by design that all the other factions will oppose these proposals. It is arguably a little too easy to keep everyone happy, though, especially once you get any one faction high enough that you can start turning down faction decisions.
Except genocide, since I am still not sure of it's effects. Tried if twice, noticed nothing, decided to not bother with it then.In a multiplayer campaign the only effect is to reduce the population of a country. In RTS combat, that will make the initial units brought in from the strategy map more important, since a lower population means lower recruits and both sides will run out of resources sooner. In the single player game it was originally intended that genocide cards would hurt your reputation with the dominant race of the country you used the card in, but at least before the latest patch this was not the case (no fix/change was specifically mentioned in the 1.0.124 release notes, anyway).
