You should be fine if you stick to boosting stats, skills, equipment, etc (other than possibly making the game too easy). In order to break quests or cause other problems with the game you would need to do stuff like teleport or fly past cutscenes or main plot quests, to do things out of order.
I would think the equipment from the Developer Mode would have fixed stats, but I only tried it a couple times.
