?aybe i am blind or slow or something but i cant figure out how to pick a lock.
I have increased my ranger's lockpick ability to 10 but i dont know how to use that ability. It's not in my skill list and clicking on locked things just gives me "Locked" message.

Am I missing something? Do i need to find some lockpick tool ?

I have not tried it myself, but some people mentioned in another thread that you must first buy a book about lockpicking from a merchant at the market place and read it. Only then you will have the lockpicking ability.

Which vendor sells it? I can't for the life of me find it.

Sorry but where is the arrow seller? I checked in the central area where some vendors are, but couldn't find him there. Is he in one of the buildings?

The seller is just outside the doctor's place using the market place exit. The seller is a little awkward to see.
