I think I'd prefer the option to disable the bottom camera lock altogether. The delay would be fine too but I'd prefer the full camera freedom more.
With mouse being able to provide full camera control and selecting interactions in and out of combat and the keyboard being able to provide the player with quick buttons for skills and other things, in worst case scenario I can see myself forgetting what the different skill images meant and as the result move my camera a bit when trying to see the skill description when scrolling the mouse over the skill image in the skill bar.
With this game using turn-based combat, thus preventing major combat mistakes as the result of accidental camera scrolling, I'd gladly put up with a few camera scrolling accidents to make my gameplay experience more..."fluent", if that's a good way of putting it.
